So im looking for a bitcoin application that will work on a windows phone, With the ability to scan/read/write QRcodes and send/recieve bitcoins to/from them.
I know that there are Gorgeous applications for andriods, But My brother recently got a Lumia 900 and wants bitcoin on his WP7 phone wich i know little about.

I don't think there are any. You'd have to do the same as iPhone users do and just use a web wallet.

WP7 restricts developers to .NET apps only that are very limited in what they can do. I'm not even sure you can connect to the P2P network, it's even more restrictive than the iPhone.

Given WP has little market share I don't anticipate any native wallet apps appearing anytime soon.

if you root it and install a custom ROM, you can possibly install a linux distro through a command prompt emulator and then install bitcoind, thats what I did on my samsung galaxy S2 (I really don't like the bitcoin wallets that exist)
