That graph says that the fertility rate for muslims will go down by 0.2 and the non muslim will increase by 0.1

As you can see from the graph, the Muslim TFR even in 2030 is much higher when compared to the non-Muslim population. There is not a single country in the world, where the Muslim birth rate is lower than the non-Muslim birth rate.
