How many people get taken by ebay scams daily? There is no requirement to make so many purchases and develop a good history before you can start listing stuff for sale. Does ebay have some things in place to minimize the risk, sure, but you still need to be cautious. How about Craigslist, how about Nigerian emails saying you won the lottery, or the thousands of other scams out there? The moral of the story is use common sense, use escrow, if it's to good to be true it probably is. We don't need to go regulating because people fall for scams. Remember every government in the world uses that same saying "these regulations are for your own good, it's for your own protection".
