How do you know if he hasn't joined signature campaigns by them? He can join signature campaign and still provide this service.
If you have a look at the digital goods section, i think he is selling his accounts too.

He probably is doing both. He will get double credit for bumping threads with accounts enrolled in signature deals, once from the signature campaign and one from the person paying him to bump

I have done this in the past.

I've only served 3 clients with this service as it happens (although one repeat monthly contract customer, which entails X amounts of posts relating to their company per month).

In practice I cannot post with all my accounts that would require similar commitment to a full time job, although a relatively profitable one.
