What are you talking about?  How is this very bad for Bitcoin in any way?  No one is being forced to use this service so why would another option to use your Bitcoins instantly(if you choose to use this service) be a bad thing?  Maybe I'm missing something.

I don't understand. What is PayPal's "bitcoin price policy"? I couldn't find it. Link?

The most obvious implementation of this system to have users deposit cash and buy items in USD prices. They would not actually own the bitcoin in their wallet. Everything will be priced in USD and operated using bitcoin. Paypal wants to make a profit.
