is there is anyway to send BTC without paying any fees ? I use blockchain.info and there is some small fees  Roll Eyes Offline wallets use fees also ?

The Bitcoin software, network, and concept is called "Bitcoin" with a capitalized "B". Bitcoin currency units are called "bitcoins" with a lowercase "b" -- this is often abbreviated BTC.

It is generally a bad idea to try to send bitcoins without including the customary fee.  Many peers will refuse to relay your transaction if it doesn't have an adequate fee, and many miners (and mining pools) will refuse to confirm the transaction without a fee.  It is possible that you could end up waiting hours, or even days, for the the transaction to confirm.  It is even possible that the transaction will never confirm.

If, knowing and understanding the risks, you still want to send your transaction without fees, I think it might be possible using the "custom" transaction feature of the blockchain.info wallet.

Offline wallets use fees also ?

Yes, most offline wallets also include the customary fee in the transactions that you create.  They do this so that the transaction will confirm in a timely manner.  Some offline wallets have advanced features that allow you to create transactions without the fee if you really want to.

if coins have enough priority and amount > 0.01 btc then  you can send money without fees. Actually it's a cool idea. 90% of my transaction I sent without fee. The average confirmation time ~ 50 minutes.

fsb4000, that's pretty mean. Electrum wallet automatically adds 0.0002 BTC to a transaction. You can change it (to zero if you want) but who would want to deny miners of 8 cents for their hardware investment?

If people didn't pay the tiny fee en masse then it could have a negative effect on the system.

theres a high chance those 8 cents will go to a pool you hate . for me its cex .io . id hate it if i knew my money went there. thats why i prefer not to pay fees and ofcourse because of the obvious reason that nothing beats free.

Ditto. Priority and size matter.  Most wallets will calculate what fees, if any, are needed. Usually it is best to rely on those calculations.

Miners receive 25 btc block reward. So I do not think that I have to pay the fee if my transaction satisfies the conditions of free transaction.

Really? I didn't knew that. Now I feel like an idiot adding 40k satoshi fee to >0.1 transactions to make them go fast.

You can modify the fees in blockchain.info by choosing custom transaction, Fees make more miners interested in including your transaction in blocks so the lower the fees the longer it take to get confirmation "imo can remain as unconfirmed transactions for days if no fees or small fees are paid".

Compile it my self ? I guess it dosen't worth it then haha , only programming language I know is C# & ASP.NET and Bitcoin core looks like C++

You can sign a zero fee transaction and push it through Blockchain API or any other service. Zero fee transaction will get confirmations if the output is >0.05 and the bytes are lower than 1000(If I am right). And what do you mean by minimum and maximum?

P.S. you can use Brainwallet to push tx if you don't know how to use Blockchain API.
