hi.

can i somehow send a transaction to the network without a client running?

meaning that i create the transaction e.g. in PHP and let PHP connect to a node in the network to publicize the transaction?

You can do that with bitcoinj. Obviously you need to connect to at least one node to broadcast your transaction. And you can't fill your wallet without talking to the network at some point either.`
