someone is wasting a lot of bitcoin on TX fees.

LOL  Grin
What do you mean by "a lot of bitcoin"?
An equivalent of $10? $100? $1000?

It adds up, if someone spamming the blockchain with sending dust to many addresses he has to pay 0.0001 BTC per kb

Look:
https://blockchain.info/address/13eb7BFXgHeXfxrdDev1ehrBSGVPG6obu8
Total Received 0.49979727 BTC
This person wasted no more than $100! (Less in fact because bc.i adds the funds which were received back from technical addresses)
Is it "a lot of money" for you?  Grin
OK, may be it is a very larger amount of money for you. But not for him.  Grin

This was exactly my point. Every 1 TX will generally cost .0001 per TX, or every 10 TX will cost .001 (or ~$.45) and every 100 TX will cost .01 (or ~$4.50). Even this is a small amount, however, as you can see the cost does quickly add up

blockchain never use to send any spam but apparently you are doing the same around forums with junk spam posts.  Angry

It is strange, with no tx header it can't be advertising. Double spend testing maybe, random give-aways, could be anything.

Someone can publish a report, that the number of transactions rises. And gain profit.
Really, I do not know now the reason.
But I am 100% sure that the reason for such strange things exists.
