I have sent $14.25 PayPal to bitcointalk user "LYCAN" @ 5:15pm EST and have not received my BTC as we agreed.

He has not returned any PMs/emails and has since logged off   Undecided

He also pm'ed regarding currency exchange via neteller. Hes a scammer and also a multiaccount of user 'Blish'

You won't be getting your BTC. Most likely a sold account.

Just so you know, only scammers around here sell BTC for paypal to newer members. There is no risk because they never actually send the BTC.

Be sure to use escrow next time. Small amounts add up if you don't use escrow and continue to get scammed.

Update about LYCAN: Received a PM from the guy 12 hours after he was supposed to ship my BTC. He said he will ship my BTC if I remove the claim I put in with paypal. I responded and said I have no problem closing the case w/ paypal after the BTC is received.

Paypal would probably take your claim less seriously if you removed it, didn't get the BTC, the re-created the claim.

The scammer will write anything he thinks will work.  You are smart to do nothing until you get the coin.

Not sure exactly why the "lol". Because he scammed for such a small amount or because it's only $20 that was lost? Its the principle of the matter. Whether is was $20 or $2,000, what he did was wrong.

Once you remove your claim, it's done. You can't go back and re-submit another one. That's what he's trying to get you to do and I can guarantee he will NOT send you anything no matter what.
