Where are you located? If you are in the same area as the bank that an exchange uses, it will speed things up significantly.

Regarding liquidity, sorted by monthly volume (notice: China exchanges have 0.- fees, so that's mostly bot trading):

As for verification. Getting verified on bitstamp only took a day for me, while getting verified on btc-e took ages (OKPay constantly rejects all sorts of statements).

That's fiat in your bank account -> bitcoins.

They need to wait for the money to be transferred from bank to bank.

Wire transfers from your bank to an exchange take longer than an other system called SEPA that is only available in the EU. If you are located in the EU and you choose an exchange also located in the EU then you can transfer money faster.

My guess would be finex since they reward limit orders with lower fees, and punish market orders with higher fees. This adds liquidity to their books.  Stamp adds liquidity by charging less fees to whale traders, which there are few of..

Taking into account verification, deposits / withdrawals, security, volume, fees, and service,

Which exchange can I register an account to complete verification the most convenient, transfer btc to fiat or transfer fiat to btc the maximum efficiency, then withdralal the fastest.

All those factors you mentioned in bold are irrelevant to liquidity of the exchange.  The liquidity is purely based on trading volume.  Bitfinex has the highest trading volume, followed closely by Bitstamp.  Once you have setup an account on either exchange, trading bitcoin for fiat is instantaneous.  That's liquidity.

Those other factors such as account verification, deposits / withdrawals, security, volume, fees, and service, make it easier to perform transactions, but technically they don't determine liquidity.

For example, if you were a business owner, and you had 2 million in cash, you would have liquid assets.  Now, whether or not that cash was hidden away in a safe or lying on a table in open view wouldn't change the fact that you had 2 million in liquid assets.

I think you're trying to get at something else, just using incorrect wording, in which case you probably may not get the answer you're looking for.

There are two vote, but no one explain why?

bitstamp's verification is the greatest obstacle to hinder liquid and the fee is not cheap, can you explain why you vote it? althrough stamp is a quite liquid in a comprehensive comparison

This just goes to show you don't know what you're asking.  Liquidity is not the right word.  Barriers to entry/exit for transactions maybe a better way to word your question.

If Bitstamp wasn't liquid, Coinable and Bitpay wouldn't use it as their primary means for exchanging fiat.

You're talking about barriers to exit/entry, not liquidity.
I think the exit/entry is the prerequisite of liquidity

Surprise European banking system still allow their citizen to do that. Wouldn't using bitcoin to send money put all the banks in Europe out of business?

It basically depends on the amount of people that work in an exchange and how much they drink, exchanges located in warmer places will have more liquid stored in their vending machines.

I decided to no longer use a signature, because people were trolling me about it.

Don't think it matter if people trade back and forth. If the trading volume is true, that's mean the exchange can absorb a lot of bitcoin being dumped on it.

Where are you located? If you are in the same area as the bank that an exchange uses, it will speed things up significantly.

Wire transfers from your bank to an exchange take longer than an other system called SEPA that is only available in the EU. If you are located in the EU and you choose an exchange also located in the EU then you can transfer money faster.
indeed, withdrawal speed is very important, esperially fiat withdral.
anyways, fiat speed depend on others not exchanges.
