Proposal
NOXT is a crowd funded coloured coin that aims to incorporate many market-expected features while having a game-plan of pushing the possibilities of coloured coins in what is becoming an increasingly regulated and accountable space. These coins work differently to the decentralized cryptocurrencies often presented. While parts of it is theoretical at this point in time pending regulations, licensing and legal clarifications from authoritative bodies on how the technology may be used moving forward (parts I make sure to clearly identify), much of it is already possible today pending a little exposure, faith, work and funding.

Crowd Fund: - Total Raised - 595,000 NXT. 72 BTC - Full details.

Bullion Trading
New state requirement pending fingerprint processing, background check and 'anti-fraudulent history' check (trying to determine the level if any of legal action being pursued). (Outlined here).

During the time spent researching and preparing these proposals to move forward into 2015, as well as through a surprisingly extensive professional network outside of bitcointalk I very quickly came to know of the impending SEC crackdown on downright fraudulent misrepresentations regarding securities, equity, dividends and investment. My Twitter began warning about the growing problem before news started surfacing but unfortunately I am considered quite the 'negative Nancy' until things came to a head. I am approaching this project very slowly to make sure members understand what it represents and what it does not. I am also being careful to make sure that nothing I am presenting still 'quacks like a duck (security)' even though it isn't called a 'duck' (security). There are grey areas still for me and some risks which while I am uneasy about seem acceptable, however I will be very proactive here as the scene matures rather than hide in loopholes. In short, I am crowd funding the idea and rewarding supporters with 'tokens' (colored coins) that give them exclusive access to the infrastructure & services and many perks/rewards for helping me realise this. These are not securities, do not currently represent a stake in a company, nor do they guarantee profit-sharing or a return. I want to provide legal value to the coins, I want to build the systems around them and promote the technology, and I want to license and regulate myself to grow this project to full potential for everyone involved for many years - I do not want to end up in trouble with the law. So there are things I can and am happy to promise, and there are things I will not guarantee. The legalities section of the whitepaper heavily expands on this paragraph with a lot of referenced material, but please ask away.

First colored coin in what term?  Nxt doesn't have colored coin?

NXT uses the term asset, it is effectively the same as a colored coin (mentioned here) but has some legal definitions I'm wary of. I am warming towards the NXT AE as the first platform used so it's effectively a NXT 'asset', however there may be a choice on which platform one moves to in the future (outlined in Platform Agnosticism).

If you would like to go the NOBL route the NobleCoin thread is here, with list of exchanges. There is no rush yet however, I would advise taking in all the proposed papers and reading the FAQ once released before making a decision.

Rofo has proven to be one of the most determined, trustworthy and knowledgeable project heads around.
His work with Noble despite a less than receptive crypto-community is proof of this.

Most projects require genuine funding and kickstarter to begin. Any project that really wants to go mainstream at current conditions, that is. I would consider that a sign of legitimacy in combination with Rofo's public and  genuine devotion to his project. Not to mention potential big investors who just might be interested Smiley

This is a pre-ann and very premature discussion stage, so let's keep that in mind and share any and all opinions.

Cheers yes that is true. I have put off trying to ICO in this space for 10 months as I wanted to be sure I could make a case as best I could - and have spent a long time making sure I can present a project that I feel is worth considering when compared to many other ICOs (many of which ICO for things that already exist in a dozen forms). Costs for licensing, registrations, legal/regulatory meetings, industry representation, funding perks/discounts, paying for infrastructure, time spent with communities/partners and general (but humble) living expenses are a reality for me also. Were I to raise the full amount that guarantees support for approximately 18 months as well as funding many projects (some unique and not attempted in this way) outlined in the papers.

This is also what I think a relatively unique idea, taking some very important 'features' that have become prominent this year and moving them into a new space - I think many things outlined in this paper will become a hotter theme in 2015.

I will release the Platform Agnosticism and Utility section today. For those who take the time and are interested in reading thank you. It's a lot to go through but I think sound plans (that can evolve thanks to valuable feedback/input) and a lot of thought can stand out in this environment. The pre-ANN is for discussion and so I can link external interested parties, marketing and media will follow once the paper is more unified.
