I am cimex one of a few guys that has taken upon them to take SIPS out of the gutter were the original DEV has left the coin.
We are trying to get in contact with the original Developer to let him know, and ask for him to surrender the Github and such for SIPS.
The original dev has taken the official website offline aswell as the original blockexplorer.
