of course you need conf file, the same site, Tools submenu.

The banner is enabled if we detect low volume (Which indicates low or declining interest in the coin) or slow blocktimes which indicate a weak network. The best way for UFO coin enthusiasts to show their support and interest for the coin is to market the coin and encourage trading volume.
