Which exchange tends to have the best track record in listing more high-quality coins that last and provide a positive return (as opposed to being a pump-and-dumping ground)? Which one is positioned (volume-wise) to become the next leader? BTER or BT38?

Every time a block is mined, a certain amount of BTC (called the subsidy) is created out of thin air and given to the miner. The subsidy halves every four years and will reach 0 in about 130 years.

i know it makes less sense for most alttraders ...

but for me best exchanges are

Localbitcoin
Btc-E
CEX.IO


for P&D altcoins

C-Cex if they update to their new layout soon could be the next, it's really fast, EmpoEX looks nice too, nice layout and responsive.

Most of the C-cex coins tend to dump and be low-volume to begin with.

I don't trust any of these exchange anymore. Which is sad because I was a fairly active alt trader(making trades daily for the most part) but now I have scaled way back and only trade larger amounts less often and instantly take my coins off the exchanges.

Volume is definitely at https://bittrex.com over others and they work hard to make sure security is tight, but I really like https://coin-swap.net/ too.

It would be nice to have another "go to" exchange but given the amt traded and the spread of btc/volume, 3 seems to be all the scene can handle at the moment.  Mind you some coins to well at certain exch's and not at others, huh go figure.

exchanges are not responsible for coin devs. You should do your own research before trading any coin
If a supermarket sell you a violent poison as tea because someone give them money to sell it as tea... well the supermarket is a bit responsible (especially if it happens every weeks or so)

Some words for shareholders.

SHARES:
Only shares in your account balance can get profit. Not shares in sell orders.
Normally share profits will be balanced daily in your account .

There is 70,980 ALCUREX share held publicly.
Share profits is literally 50% of the exchange profits:
50% of the market feeprofits and 50% of the BET profits.
feeprofit is 0.2% / trade side
BET profit is all "Between bets" loss trades.
Salaries, rents, electricity etc. bills, alcurEX will not exclude from shareholders profits.
Only monthly Server costs are excluded from profits.
Your share daily profit is: Profit * 50% / Shares held publicly * your shares.

FUTURE PLANS:
-Next small job is add some 2.gen coins. Example NXT

-Bigger job is new "Open market".  
It will be open for every coins with "add your self" method.
Developers can add new coins by them self.
There is no any kind of coin filter (if wallet have no virus.)

If coin have any potential, it will get moved in main market and BET market.
