Shouldn't take too long, especially since I'll have tons of free time this week and next with classes ending for me. I'd say I can probably do it within two weeks, definitely within a month, and of course faster if you'll pay me to get the XP boosts.

Haven't thought about it much. Thinking about 10 BTC given the time it'll take is rather intensive.

Yeah, that's what I thought too, but to be honest, it isnt worth 10BTC. I could do it myself for that.
You can buy premade accounts people dont want anymore with skins and stuff for like 5BTC.

No I dont think you can transfer from NA to EUW.
AFAIK you can only transfer between EUW and East.
