It just means we are locally oversold, which mean even if we plunge further there should be better opportunities.
One way is when an oscillator like rsi fails to stay overbought (which is rare) for a sufficient amount of time and returns to oversold it is even more rare it would switch a second time.

on the rsi you look to buy when get above 60 and at 70 should be a good reason to buy you look to sell at 40 and at 30 you sell

the problem with RSI is that is lagging indicator, because of the average he do and because the bitcoin trading is somehow retarded you get allot of dead days and ofc this dead days are computed by the rsi (14 periods) so a good way to fix this is to copy paste the raw data from http://bitcoincharts.com into excel and the sum days that have a volume under 50 000 the put the rsi formula at work

yes the self fulfilling prophecy can play a role in this but the dead days is mostly because bitcoin is not a organized market, in stocks u get gaps/windows up or down for 10, 20, 50 cents and sometimes over 1 usd and this move the price and whit the price any indicator in forex you dont have gaps and the changes are less drastic but you get leverage so small price changes can give a decent profit  bitcoin dont any of that so the price go sideways until a ax/hammer start to play
