Having multiple accounts isn't against the rules. This would just unfairly punish the innocent who have alt accounts for genuine reasons, nor would it work to stop trolls anyway.

multiple account is not illegal...

if you do not spam and you have more specific activity on bitcointalk, i think it is legit.

for eample i know people who partecipate to many local child board... and they have an account for each nation...

for local child board i mean english, spanish, italian and so on...

Even if multiple accounts were against the rules, it would be more effective to not enforce it through those methods.  Users will find ways around it and then it becomes harder to figure out who is who later on.  Much better to let users get sloppy by not giving them any restrictions to get around.
