Bitcoin Game for Android?

So just found out games like coin flapper exist. In where you can compete with other people for an entry fee and get paid if you win. How does something like this exist on the google play store? It seems like it should be categorized as gambling.

Have you been able to deposit funds and up your bet for coin flapper? I'm not in any of the states listed on their site, yet this functionality hasn't appeared.
