Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

I don't think its a good idea to sell this kind of account because there is a possibility that a scammer buy it and use it for scamming some one

Not sure how someone could be scammed. But it will save a .2btc deposit fee if bought.
