Maybe you have better chance to use the Report the Moderator link or to PM BabBear or Theymos. 
You may also avoid the risk of an Off-topic post.

His posts definitely look spammy to me.

He is not a spammer to me, he is just a active poster, And don't think you can report someone optionally and get him or her banned just because you don't like him or her.
