This has been happening for the past couple months or so ever since a few vigilant users started cracking down in the Lending section.  Marketplace has been fairly clean lately too since people are now insisting on using escrow.  The only outlet left is to buy easily-carded items like gift cards and sell them here.  That's why almost everybody selling a gift card is a brand-new user.
