Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

Now that the free newbie lotto is six months old the number of total entries will be capped at 900 ( it is just a little above that now, so I will make that the cap instead of 1000 as I was considering before ).  

That means that for every new entry, from now on, the oldest entry in the db will be removed.  That will also mean that once you enter the lotto you should be in the database and eligible to win everyday ( even if you have won already you will stay in the db ) for at least six months ( depending on how many people enter. The number of entries seems to be slowing down so one will probably be in the db for longer than six months ).
