What to do with 7 mBTC

Follow newly come out altcoins, then rent a rig for 12,24 hours etc.
Then Mine & dump it when it hits exchange. If you catch a good opportunity; you'll get twice of btc you've invested.

Why not? If he will be lucky enought to find some cheap/just starting altcoin that will get pumped soon he may even make 100$+

Well that's the ideal money to use if you wanna try your hand at day trading, money that you can totally afford to lose. I'd suggest that you monitor new coin additions on Bittrex (or any other exchange with decent 24h volume) , check coin volume, coin interest (trollbox) and read the ANN threads. It's also a good idea to keep up with what's going on on Twitter, now and again you'll be able to catch early signs of pump and dumps

If it was me, I would buy some LTC. They selling a little down than usual now, but they usually sell for 0.01. Could make a little. But its yours. Do w/e. I hope you turn it into 30btc
