Have you tried using a proxy or VPN with a Poland IP address?
That'd probably be safer than giving someone your password to verify your Paypal for you.

I must send to paypal some document which contains my name and poland address.

You should probably check out darknet markets for some fake documents.
Otherwise the person helping you can get in trouble by doing this.

Im thinking it might be a deliberate thing caught up with sanctions against Russia, not sure but I know some EU companies are now barred from serving Russian customers.   Im not arguing this myself but considering how much goes on with paypal it could well be linked to money laundering and treated very harshly so I agree its more an under the table type deal then, 'please hook a brother up '

They tend to be harder on finance companies.   I know Syria has sanctions on going especially with EU probably USA I guess and Iran was a big deal with big fines, so banks probably avoid these areas like the plague

You need to do that because of the current situation in Russia? I mean that nobody will accept any payment in Ruble outside of Russia now so creating Paypal under cover of one of the European Union countries could help you. But you are basically asking people to take part in your forging business and it may be not profitable at all in the end.

Just wait 180 days, after 180 days paypal will let you withdraw it to any bank.

Because of sanctions against Russia I can't receive money in USD or EUR. All payments converted in Ruble with lower exchange rate. That is why I loosing about %15 on every transaction.
I'm ready to by Poland Paypal account with verified address.
