yes a fraud is always, in the entire world some jail time for the scammer ,
doesn't need big money so 30 bucks are
to be considered a fraud , call your bank and block the payment.

reality ? you fell to Scammers after being in an ICO , IPO
(more like any other stock and index in the world ICO or not got your portfolio down 25 % or 85 %)
Now  SEC is helping you getting back up your lost money maybe....

His bank is down  Huh I don't understand, what payment method did you use to buy $28 worth of BTC, wire transfer? Also where did you find this seller? The crypto world is unfortunately full of scammers, you'd be better off buying your BTC from a trusted site like Circle.com.

Banks have maintenance too, however you have to be really careful when sending money to unknown people.

Been scammed so many times on the Dutch version of Craigslist, always small amounts.

It looks like you got scammed and i am afraid you just lost your $30.

Since this is your first post, i assume you didn't ask for any help here...

Well, let me skip that first mistake and actually do ask here first :-)
I'm thinking to buy 50$ worth of Bitcoin.
Thinking to do this every month for next few months...

Where should I start?
What would be the most convenient way of doing it?
I don't want to link my bank account to it.
I don't mind using my CC since I can create one time disposable virtual number.
(I don't like idea of my real CC number being stored on too many different sites, too many are being hacked these days...)

I'm USA resident, what is your suggesting, what should be my first step, where should I go....
I already have wallet set up, Core wallet and Electrum wallet...

Since I don't know how many will see this question, I decided to copy/paste this into main Beginner thread as new subject. But don't kill me for asking you same question :-))))

Best advice I can give you:

Don't trust anyone. Always use an escrow.

and dont trust someone who has Paybase/Paycoin in his sig  Roll Eyes - thats SCAM too!

Yes, I was exchanging info (well asking questions) :-) on some other forum and I'm now convinced that localbitcoins is the best option for me, just like you said. Thank you very much for the answer!
