Is there anyway i could buy bitcoins with using cash? like i could buy a moneypak and then exchange it for bitcoins

Yes. $20.00 min. but you have your answer. You may also want to look into btcnearme.com It will be hard to find someone who will trade with you using moneypac or paypal, etc. since thouse offers frequently turn out to be scams.

If you have access to IRC, you can log on to irc.freenode.net and /join #bitcoin-otc.
There are lots of friendly people there willing to help you and many accept moneypak, paypal, cash in the mail (a bit odd, I must admit), etc.
There are lots of ways, according to your needs and you can rest assured you are working with legitimate community members since they have a lovely rating system.

Could try https://localbitcoins.com/ if you don't mind meeting someone in person near you to buy bitcoins. It sends you a SMS notification when you receive the bitcoins in your wallet, so you know the seller has actually sent them.
