Uh, I thought PayPal did not allow purchase of virtual currency. Is bitcoinvend simply accepting money as a private party and then disbursing the btc? I think PayPal will catch up with this soon.

Each block is stacked on top of the previous one. Adding another block to the top makes all lower blocks more difficult to remove: there is more "weight" above each block. A transaction in a block 6 blocks deep (6 confirmations) will be very difficult to remove.

Anyone who falls for this scam could easily do a charge-back on Paypal, so I while I'm sure he is up to fraud, I can't see how he could possible pull it off?
If you've heard of another scam here: https://bitcointalk.org/index.php?topic=80608.0 ,you'll notice that charge-backs don't usually work on PayPal scammers. They could easily use the money up fast before you could issue a charge-back.
