a google search would do you good, but in all the trades ive tried out none accept debit cards, and they mostly use bank accounts to buy bitcoin, and it takes 4 business days to actually receive the coins. Localbitcoins is an alternative, but youll most likely be overpaying a decent amount there. Changetip gives you bitcoins instantly if you buy using ACH through your bank account, and the fee is minimal too.

coinbase, last time i checked, did not accept debit cards, only credit cards for instant purchases.

if your coins are not large, then it's automatic since exchanges would put a small amount of coins in the hot-wallet.
but if bull withdrawals, once a day on bitstamp, twice a day on btc-e, four times a day on lakebtc

Of course you will pay a premium but if you really have to use debit card and you want your coins fast then it is worth it.

I've bought BTC through circle.com a bunch of times with debit card. They only allow $500 per week though.

I believe that localbitcoins, circle and virwox currently sell bitcoins via debit card transactions. You may encounter a waiting time of over 2 hours though.

I agree with the others that said coinbase. I'm not sure on the credit/debit thing, but a debit card can be used as a credit card anyway in my experience.
Coinbase is a great solution. Set up a checking account just for it, and it's pretty secure. If you get to top tier level you can get coins instant (lower levels price is locked in but you wait a few days)

I do coinbase and it works pretty well, but it is not that easy since credit card is complementary methond, one has to register a bank account first, then the credit card. Since the question is: the fastest, I think the answer virwox.com, yet a bit complicated but you get your money converted to bitcoin anyways.

Im gonna go with Circle, I was able to buy Bitcoin super easily. (Unlike Coinbase where there is a 3 day delay)
