Well, i had a case this evening where i asked around for bitcoin exchange on a legit traders thread, soon after i was PM-ed by trader, and also an obvious scammer.
He even tried to imitate traders nickname. Anyways, no trade was made ofc, but it makes me thing what is bitcointalk doing to stop massive account making (and imitating existing nicknames)
Is there some blacklist of IP's or anything

here's the dumbo's attempt, i flaged his account right away, sadly i dont think i can do anything more..

Every time a block is mined, a certain amount of BTC (called the subsidy) is created out of thin air and given to the miner. The subsidy halves every four years and will reach 0 in about 130 years.

You should report him to a moderator and he should get banned. Every time another account gets banned, all of the IP addresses the account is associated with gain additional 'units of evil' which make it more expensive for them to register in the future.

I did report him, im gonna have to look into that "units of evil" thingy on forum, didnt have much problems with users in the past.
Lately it seams everyone is looking at an increase of scammers here.
