You can get extremely low rates in the USA, just have to build your farm in the right place and buy in bulk.

either that, or they are a bit further in hardware develpment and holding back at the price of the rest of the world

Eventually as the difficulty gets higher only the most efficient farm will survive. Not sure about China but I think there are also other places where you can find cheap electricity for example Iceland where electricity cost is also comparatively cheap. What's best is that you get can free natural cooling for the hardware as well.

Earlier this day I saw a thread posting out the world's largest mining farm. It is cleverly-based on a high-altitude location that obviously lowers the cost for cooling. And also, the electricity costs there are significantly lower compared to their Western counterparts.

Not sure if it is the biggest, but it may be one of the biggest in the world. And it is placed in a strategic location which lowers the cost for electricity, as it lowers the power for cooling needed given it is placed on a high-altitude location.

Well, China still has some regulations about internet censorship so you can not say that there are more freedom in China compared to the US. It's just that the US gov't like to meddle and interfere with other's businesses rather than their own stuff.

Too much freedom has some of its negative implications. It can be great though, but it still has some negative effects.
