I was just wondering that who is "incharge" for further development for the BitCoin 'protocol'.

EDIT: Except for the people here https://bitcoin.org/en/development Also on what basis were these people selected by Satoshi?

all the system and softwears are open source anyone can see this that is why bit coin is unique in its way use github

Anyone "can" develop for bitcoin, but whether their commits will be accepted by the core devs is a different story.

bitcoin is open source at GitHub : https://github.com/bitcoin/bitcoin
this mean anyone can use the source and develop for bitcoin !

Yes, that's pretty much what free open-source software means, everyone can be a developer.

I don't know if the development process for the protocol is already defined, or if they are still debating the best strategy, but besides that, pretty much everyone, with the right skill set, can contribute.
