Judging by this earlier post, it looks like he just adds content and followers(with methods that are easily found by a simple search) to the account and sells them off, this is can be done easily but not on this forum for sure unless you're selling techy/crypto-related handles with a large amount of followers.

Tried his methods. It is working to build up twitter followers. But it takes times.
