A couple of States have a few laws about how much you can carry, and in Mass you need a license. But yeah, you can get the stuff anywhere in the US. Would it be legal to sell a capsaicin extract in places where pepper spray is illegal? - Just in a normal bottle not a spray bottle From what I can find, Oleoresin Capsicum can be sold anywhere in the US.
