This system is applied in order to protect and raise the income of our quality data providing publishers as much as advertisers. Once we realize the quality data and increase in your visits on your site , more profitable banners will be viewed on the site. There are 5 different classes of publishers and the lowest class is called Tier 5 which is applied to new publishers. Each new publisher starts viewing as Tier 5. If you added the same code twice, tracking would be off as both the banners would show the same amount of clicks in your statistics as they use the same code. If you want to track how many clicks each ad gets so you can play around with ad placement and see what works best, use two different ad codes. Generally, people use two different ad codes. But your unique impression and click rates are very low as far as I can see. Once your visitor number and click rates will increase, your revenue will increase as well.
