Title: Received PM; user trying to purchase my bitcoin forum account?

I received a PM that looked like this;

I am blahblah from the Bitcoin community. Since some event of the BitcoinTalk from requires an old account. We are sincerely offering 0.1 BTC (~3.3USD) for your account. For whom who would not like to sell his account but interested in free coins,you could also reply this mail and show your interest and we will offer 70% of the above reward by completion. Bitcoin is reaching all time high and it is a great placemark for the success of Bitcoin. Onward!

Is this allowed?  Should I report this type of activity?

he probably wants old accounts so it's easier to scam with them.

Is this allowed?  Should I report this type of activity?
He probably wants your account to claim free ripples which is worth ~0.6BTC currently.

Selling your account is OK, but spamming isn't.

Can we at least require people to make a post telling us when they've sold their account?

Not much point in making rules that can't be enforced.
