I received a PM that looked like this;

Bitcoin is reaching all time high and it is a great placemark for the success of Bitcoin. Onward!

Is this allowed?  Should I report this type of activity?
I think snare rolls should be used as a currency.

he probably wants old accounts so it's easier to scam with them.

He probably wants your account to claim free ripples which is worth ~0.6BTC currently.
