Just makes them untrusting. They're un-doing what the chargeback did, which is, allowed them to trust anyone anywhere with their money, knowing they could get it back if they had to. Makes people lazy with their money. Now they're a lot smarter about who they hand their cash to, and aren't going to take kindly to the new guy who really really wants a loan quick (or, the amount of time it takes to not think about where your money is going.)
