Budget 0.3btc Hard fork for what? what are you trying to achieve? hmm, For Bitcoin? if it was your own coin, I guess you could stop an address using the network. but that would require consensus of all nodes and also hard fork just to stop addresses is pretty well... pointless. scammers will use another address, you will be always forking.
