if it was your own coin, I guess you could stop an address using the network. but that would require consensus of all nodes and also hard fork just to stop addresses is pretty well... pointless. scammers will use another address, you will be always forking.
we have consensus. Also we have some agreement, that coins on this address not will be move . But i not believe him, because all time somebody dump coins and I have reason to suspect him. Any way this coin must be burned and community want do this with 100% guarantee. Because this coins do not allow us to develop further.
