Not necessarily, if a country government accepts and back it is valid for that territory. Why do you think the government of Colombia, for example, needs to validate what the Nigerian government endorse in its own territory?

Great things are coming! As far as differences, Minerium is a project focusing on self-mining smart contracts as Domineum focuses on land registry, starting in Nigeria. As far as Timeneum, there isn't enough information to conclude a synopsis.
