What does that even mean? I've been wondering this for years and thought I'd finally ask.

It means they're reserving the bounty the ICO will pay out for the translation of their Whitepaper etc. Usually this is followed up by the bounty manager confirming their reservation and they crack on with the translation and get paid. 

Seems like a ridiculous way to decide who translates it. Why don't they just pay to have it professionally translated by someone reliable?

Because getting people to do it on the forum is cheaper. Similar to the shitty signature campaigns that the majority of these ICOs run, they probably couldn't care less how reliable the translation is so long as it's getting their name in more places.

Although our esteemed colleague above is correct I'm sure in many cases, I simplified (what little I know of) the process - from what I've seen applicants offer or are asked to show previous works and feedback, so it's not just using google translate, at least for any ICO who wants to be taken seriously (and they are few and far between!).

Because developers team pay some big part of shares to translator, easy way to earn some good money for knowledge of these or those languages.  ;)

My esteemed beggars, when some random esteemed scamming, uneducated beggars decide to jump the community by taking advantage of our greed and stupidity, they often claim of raised funds in millions of dollars, but when it comes to actually developing their project (note, translations are a part of the development) they would hire esteemed beggars and would only pay them with community's money, they wont even advertise with their own money because they have no money. that's how you get bounties and translations.

People reserve slots with their comments, Ive done it before so no one can take your place at the giveaway or translation

I'm also wondering so it means if someone reply in bounty thread "reserved" it already means that certain translation already for them and it's not possible to apply for it anymore?

But they are doing it on announcement threads, even there are no single word about bounty campaign. These peoople aren't reading what is written, they just spamming.

Literally, they want that job. They want to be chosen to do that translation. But i there's already a form to do that. Not only in translation but also in signature campaign some people do that (maybe they still have active campaign and if accepted in new campaign they will change their signature)
