Because getting people to do it on the forum is cheaper. Similar to the
shitty signature campaigns that the majority of these ICOs run, they probably couldn't care less how reliable the translation is so long as it's getting their name in more places.

Although
our esteemed colleague above is correct I'm sure in many cases, I simplified (what little I know of) the process - from what I've seen applicants offer or are asked to show previous works and feedback, so it's not just using google translate, at least for any ICO who wants to be taken seriously (and they are few and far between!).
My esteemed beggars, when some random esteemed scamming, uneducated beggars decide to jump the community by taking advantage of our greed and stupidity, they often claim of raised funds in millions of dollars, but when it comes to actually developing their project (note, translations are a part of the development) they would hire esteemed beggars and would only pay them with community's money, they wont even advertise with their own money because they have no money. that's how you get bounties and translations.
