It may also help to list out some additional requirements, including whether you are expecting someone to host the site for you or simply develop it and hand it off. It is more like O.P is looking for someone to develop his/her site so it could attract a potential investor to take the chance and invest in his/her ICO. This is weird don't you think O.P is looking for a developer to make an official website so meaning he/she doesn't know how the cryptocurrency work personally. I guess he/she doesn't have the team to execute the new ICO. P.S But if O.P know how to develop a site, I think he/she just doesn't have the time to make it because he/she is more busy talking to business partners.
