We would like to start introducing our team members.
Our CEO, Marius Parescius is a well-known European IT and cybersecurity professional, Lithuanian serial entrepreneur and mentor, IT counsellor to the Lithuanian Parliament, CEO, and founder of Baltic startup incubator and technology hub, Business Hive Vilnius (BHV).

But the most interesting fact about him, that in 1999 he launched the very first social network in Baltics (and, probably, in EU) – Draugas.lt. It started as a dating site, and those time most of their users didn’t even have personal computers. So they sent their photos to Draugas.lt via post, Draugas team scanned the photos and put them on website.

The project is still one of the most popular online communities with millions of Lithuanian and Baltic people, around the world, having used it since its inception.

Talking about credibility and cybersecurity, you might have heard the story of Prodeum ICO. Briefly: a team that claimed to be Lithuanian stole 6M during the ICO and dropped their website, leaving the only word “penis” on it. There were plenty of articles about the issue in the media worldwide.

Marius and the team members of our cybersecurity startups, being both Lithuanians and blockchain experts, started to investigate the case. So they found out, that the team had nothing to do with Lithuania, the identities of founders were stolen, and the raised amount was only 6K euro. Moreover, they traced another scam ICOs of that team.

When it comes to genuine Lithuanian ICOs, they are more than transparent and successful. Just imagine, that in less than 1 year teams based in Lithuania raised over 0,5B USD via ICOs. It’s quite an amount for such a small country.
Most of these projects are fintech industry players. In 2017 the Bank of Lithuania introduced special banking and payment institution licenses for startups, that lead to 32 new fintech companies in the country during 2017. 80% of these companies, including Revolut, relocated to Lithuania from different parts of the world, including UK, Israel, India, China, etc.

Thanks for your opinion. We totally agree with you, that the project infrastructure looks quite complex at first sight, however, it's quite manageable.
From our experience with the accelerator and industry clusters (which started in 2010, and the clusters are operating efficiently in Lithuania, Baltics, and EU) we can tell, that we do know how to maintain the platform and ecosystem to make it beneficial for all the members.

Hi, why do you have fiat money in the business cycle?

Hi, we have both types of money in our business cycle: fiats and crypto.
We are more similar to traditional venture business, our model is clear to traditional investors (like VCs), so, if they would like to invest in fiats, we don't mind. By the way, we have several commitments with VCs for about 50M tokens, and partly these commitments are in fiats.
The second reason for us not to be crypto focused is volatility. We are not crypto traders, our business is different, so fiat money is less risky.

Anyway, we accept both, ETH and fiats, it's up to you to choose.

Hello  :) I read in your rules "Don’t send ETH from your exchange accounts.", why is that?

We transfer the BALT tokens to you immediately after the purchase.
The tokens have to be transferred only to ERC-20 compatible addresses, otherwise, they will arrive in the middle of nowhere.
Exchange accounts are not ERC-20 compatible adresses.

So we recommend creating a MEW account. It's quick and safe, and it gives you an option to buy Ethereum-based tokens in future.
You can transfer ET from Spectrocoin account to your account at MEW, pay from MEW account to Baltic.fund ICO account and you will receive BALT tokens back to your MEW account.

How our smart-contract worked before:
BALT tokens from our wallet were automatically sent to every person who completed the KYC, was approved by our KYC team, and purchased tokens.

What were the problems:
1. Exchange wallets owners experienced problems with receiving tokens. Despite we warned our supporters, that tokens should be purchased from Ethereum wallets only (like MEW), we still received quite a number of transactions from exchange wallets. What happened after, is that tokens were lost at their way (and, sometimes, even the payments were lost and we had to deal with the exchange customers support), because they were sent back automatically.
2. Complaints about KYC, the majority of our users wanted to make a payment in order to “reserve” tokens, and complete the KYC afterward.
3. No opportunities for Bitcoin owners.

Important notice! Everyone, who already purchased our tokens — you have nothing to worry about. We have the list of all your wallets, so new BALT tokens will be transferred to you during the next 24 hours.

Also, the pre-sale period is extended to March 26, 2018, so you will have enough time to buy tokens.

So, how it works now after we deployed new smart contract.

We changed the order of actions for KYC (but we still require it).

You still have to do the KYC to receive tokens, but now you have an opportunity to pay for the token first and to complete KYC during the next 90 days.

So, how it works now:
1. You complete KYC, you are eligible to buy our tokens, your profile is confirmed. We sent BALT tokens to the Ethereum wallet from your website profile.
2. You complete KYC, you are not eligible to buy our tokens. You get notified by the e-mail and in your profile, and we make the refund.
3. You don’t complete KYC in 90 days. We will remind you every week, that you have to complete the KYC, however, if you fail to upload 2 documents and fill in 6 fields in 90 days, you won’t receive tokens and we won’t make a refund.

We added new payment methods and the tokens are sent manually now.

1. You have Ethereum wallet. The simplest case for both — you and us. You register on the website, purchase the tokens, complete the KYC and we send tokens back to your wallet.

2. You have exchange wallet. You register on the website, choose “exchange wallet” as a payment method and follow the instructions. After you complete the KYC, you still have to add any ETH wallet to your personal account on baltic.fund, so we could transfer BALT tokens to you.

3. You have Bitcoin wallet. You register on the website, choose “bitcoin wallet” as a payment method and follow the instructions. After you complete the KYC, you still have to add any ETH wallet to your personal account on baltic.fund, so we could transfer BALT tokens to you.

4. You want to pay in EUR/USD. That’s fine, many of our investors, especially funds do this. Contact us at support@baltic.fund with the topic “Token purchase” and you will be redirected to the right guy.

Hi, firstly, we've been a startup accelerator since 2015 and here is where we have an expertise, community, partners, success stories and so on. Also, I believe there are many financial projects nowadays that are focused on loans/financial help for the enterprises, but I haven't yet seen the product where every ecosystem participant has an opportunity to be involved in the growth of a potential unicorn and get rewarded for it.     

Perhaps you should consider establishing in one more country? The conditions in Southeast Asia seem to me extremely attractive.

We are thinking about establishing in several more countries, but as a first step, we consider UK, Germany, and Nordics.
South East Asia is definitely attractive and we are actively making new partnerships now in this region, however, we are not really familiar with it yet, so it's a bit early for us to go there.

Are you planning to come to Russia?

Not really. There are too much legal and political problems, so it doesn't look safe for our investors.
However, we are aware that there are a lot of Russian talented startups and if they want to expand to EU and USA market, we are happy to offer them this opportunity: we relocate them to Lithuania under Startup Visa Program, incorporate them here, accelerate them, help them with the development in other markets, and invest in them.

Regardless to the fact that many citizens of CIS countries speak the same language, they have cultural differences, and these differences are considerable. Do you take it into account?

It would be really interesting to know how this question came up to you :)

Well, we do and we don't. When we do the startup scouting, we definitely keep in mind the cultural differences, however, when we pre-select the teams to join our accelerator, judge the pitching sessions, and interview startups – our main concern is how open-minded and multicultural the team members are. We want our startups to join the global market and to become the market leaders, which means that they have to be able to quickly integrate into different cultures.

By now we have startups from 7 or 8 different countries in our accelerator, and I believe, that one of the main advantages of these teams and its members is an ability to learn from others and to cooperate, despite the cultural differences.

Good afternoon.  Investors haven’t paid attention to small cities for a long time not unreasonable, right? Perhaps the start-ups are not so profitable there? 

If I have a startup in Russia how can I join to you?

Well, interesting question, it depends what country you are talking about and what types of startups are there. First of all, you are right, there are more opportunities for startups in big cities: community, events, accelerators, mentors, etc. However, I can name several examples, when a startup from relatively small town became a global leader (check Ultimate guitar from Kaliningrad, Russia) and, also, when a small city started to develop infrastructure for startups and talents and became a local startup hub (check Tartu in Estonia).

I believe, what really matters, is not the town, where the startup was born, but the team and idea. But startups that are launched in bigger cities have more competitive advantages from the very beginning.

Partly, our platform will solve this problem for startups from small cities: they will be offered an online acceleration, which means that they will have nearly the same opportunities like startups from big cities, but online: mentorship, community, acceleration programs, access to funding.

It depends on what exactly do you mean. As far as I know, IT-talents from CIS can build a pretty good career in EU and USA. For sure we will offer additional opportunities for talented startup teams from this region, as well as IT talents, willing to become a part of EU startup ecosystem. But I believe, that what you are talking about is already in the past and the situation will only improve.

I’m afraid that 95% of investors don’t speak Russian and this creates some language barrier.

I think, by now, the main problem is how to comply with all the regulations and, also, that accelerators are, normally, using the traditional models of funding.

However, we will only pre-select the startups with mvp + first users or working product for our platform, because we don't work with pure ideas: the product itself and the team are very important.

At the moment, we are mostly focused on syndicated and professional investors. So it's easier for us to pre-check the participants in advance and to allow them to buy tokens 2 days per month, than to fight with scammers and possible fraud on daily basis.

Firstly, we pre-select the most promising startups out of thousands. We use an AI-based analysis tool to narrow the list, but the final preselection is up to industry experts. The platform offers the investors, which startups to support, based on their investment background, personal preferences, and exit strategy. The platform manages the whole acceleration process and paperwork, offering the investor weekly results of the acceleration. During the last 4 weeks of the acceleration, startups are introduced to matching seed/A-round investors worldwide. The early investors decide either they convert their options or sell them to the seed/ A-round investor(s) and exit. The platform offers the investors recommendations and projections based on predictive analysis, AI and experts opinions.


Acceleration program costs a certain amount of BALT tokens for each startup, depending on the startup score. We sell these tokens to investors during our ICO. Investor uses these tokens to fund a startup(s) acceleration. Startup(s) offers investor (s) an option, which can later be converted into equity share or sold to the next investor during the seed funding round.


Our goal is to make the whole process from pre-selection to exit totally transparent for every investor. Investor will be able to track each step and each stage of startup acceleration and later to track all the offers from potential seed/A-round investors.

What do you mean by re-invest? To take tokens away from the startup and give them to another one? No, it's not possible, because startup might have already spent these tokens for acceleration and growth services. Regarging NASAA “International Crypto Crackdown”

Yesterday we were contacted by Office of Missouri Secretary of State Securities Division with an Order to Cease & Desist and Order to Show Cause.

We would like to make a statement, that no USA (including all territories of this country) residents are allowed to obtain BALT tokens and participate in Baltic.fund campaigns, and here is how we eliminate them from taking part:

1. As a first step, everyone, who would like to join our community, no matter whether this person wants to purchase tokens or participate in our bounty campaign has to register at our website and sign the Terms between our company and himself/herself. Simply reading our Whitepaper is not enough. The only legal agreement between us and the token holders are Terms of Use, every participant of our ecosystem must register at our website, read and accept the Terms, otherwise he is not allowed to take part in any Baltic.fund activities.

It is clearly stated in our Terms of Use, that no USA (including all territories of this country) residents are allowed to obtain BALT tokens.

2. But that’s obviously not enough, that’s why we run KYC procedures on every person, who is registered at our website. Our KYC policy is very strict (and recently we explained why)and the KYC is mandatory for every token holder, no matter if a person purchased the tokens or receive them for the participation in our bounty campaign. In case, we have any doubts, we run additional KYC (including, but not limited to a video call with this person), and in case we still have doubts, we ban this person from receiving our tokens.

We take all these measures to be sure, that we comply with all the laws and regulations.

Also, we would like to point out, that our Whitepaper, Summary and other materials, including the articles on how our platform works, are advertising materials, and they don’t explain the legal regulations between us and our token holders. We oblige our community to read and agree to the Terms of Use.

In conclusion, we would like to add, that as it is stated above, there is no possibility for USA (including all territories of this country) residents to purchase, obtain, or somehow recieve BALT tokens.

How to know that you passed the KYC? Please, check the status in your personal account and in the spreadsheet. You can find the KYC status in the left bottom corner in your personal account. For those, who had some issues with automated KYC, your current status is available in the spreadsheet only. If you see the “Passed” status, then everything is ok and no need to worry, your tokens will be transferred to you during the next week.

If you haven’t started with KYC yet, here is what you do:

– Confirm the registration via your e-mail
– Press the KYC button in your personal account and follow the instructions
