I watched an introduction to internet from 1996. The guy tells us that the term "surf the internet" is very popular, but he prefers to use "navigate the internet" since "surf" sounds like you just sit back, relax and see where you end up, but "navigate" means you have to actively click links and do searches.
His idea never broke through. Atleast I've never heard anyone use the term "navigate the web"! :D
