Indeed, there was a bug and theymos fixed it yesterday. https://bitcointalk.org/index.php?topic=425243.20 There's apparently a bug preventing Newbies from being promoted. I'll look into it when I have time. I don't think that there's any major disadvantage to being a Newbie now. Edit: Fixed. I fixed the bug preventing Newbie promotion.
