The recruiters will have to pay a minimal  amount of fee in the form of PTcoins to access the skill communities.

what about your consensus protocol?

Our consensus protocol plays two key functions :
1. Allows for block in the chain to be true and updated while incentivizing the participants.
2. No single entity (employer/candidate/service provider) can derail the PTC blockchain system.
