I paid according to the paypal address he gave. He did not ship the goods at the time and told me that I needed it. Organize your account for next day delivery. Since you both use paypal you can dispute this transaction, you have this option whenever you are buying goods and services, but be sure he is a verified Paypal user, all I know is you have 60 days to dispute the transaction, so why not escalate it to dispute so you have a better chances of getting a refund. Like I said... regardless of whether or not you actually did manage to purchase a PayPal account, you attempted to do so... It would appear that Vod does not trust people who use or want to use "bought" Paypal accounts. You'll need to contact Vod directly to see if there is any chance he'll remove the negative feedback, although, with your previous comments about his mother, I doubt he is going to be very receptive to anything you have to say now...
