I contacted him on March 21, 2019 to buy a paypal account. He told me that I had the goods and asked me to pay his paypal 100$. I paid according to the paypal address he gave. He did not ship the goods at the time and told me that I needed it.  Organize your account for next day delivery.  I will wait until tomorrow, he said that his paypal account has problems, can not be shipped, but I told him that I did not buy enough, let him refund, he said that the paypal account has problems can not be refunded, let me wait for a week to give back  I.  When he arrived in the week, he found another reason for no refund. For such a disgusting person, I am determined to expose it. Never trade with him.  Collectively watch chat records.

The user posts another email Id which is Techguy174@gmail.com and upon looking on bitcointalk it seems like this user (tagged by someone earlier) was using this email:

Since you both use paypal you can dispute this transaction, you have this option whenever you are buying goods and services, but be sure he is a verified Paypal user, all I know is you have 60 days to dispute the transaction, so why not escalate it to dispute so you have a better chances of getting a refund.

I am not that much familiar with PayPal since I don't use it but according to this article, payment marked as friends and family transfer are not eligible for dispute and hence shouldn't be used while paying for goods and services

While this "Paul" guy may indeed have scammed you, it would appear that you were attempting to purchase a "fake" Paypal account, ie. one that does not belong to you... and was most likely setup using stolen or fake credentials.

Apparently, Vod deems this to be untrustworthy behaviour and has tagged you accordingly.

Like I said... regardless of whether or not you actually did manage to purchase a PayPal account, you attempted to do so...

It would appear that Vod does not trust people who use or want to use "bought" Paypal accounts. You'll need to contact Vod directly to see if there is any chance he'll remove the negative feedback, although, with your previous comments about his mother, I doubt he is going to be very receptive to anything you have to say now... I'd suggest maybe deleting all those messages.
