As a brandnew, then newbie user, you have limit that only one post for 6 minutes. I guess it is your trouble and because of that you can make your post after the first one? I guess it is your trouble This thread is the first post made by the user, so cool down time is likely not the reason as they would have not made any post prior to their failed attempt to post in the marketplace section. If the topic is locked, you can't do any actions there except giving merit(s) on posts on that thread. You will notice a lock icon besides the topic if it is locked. If you wanted to make a feedback there, I guess it is okay to make a thread regarding on feedback for your successful transaction.
